Ing Loong YANG is an independent Arbitrator, based in Hong Kong. He has 36 years of experience as a lawyer, more than 20 years of which as an international arbitrator. During the first half of his career, Mr Yang practised law in Singapore, first as a Deputy Public Prosecutor and State Counsel, before he was headhunted to the private sector by a major Singaporean law firm. He continued practising in Singapore as a Partner for the next 13 years. In 2005, with the rising economic influence of China and increased opportunities in dispute resolution in the region, Mr Yang joined a major international law firm as its Chief Representative and Partner in its Beijing office. After developing a significant international arbitration practice in mainland China and Hong Kong, Mr Yang moved to Hong Kong, a major arbitral seat. He continued practising in that jurisdiction as a Partner with two different top international law firms until the establishment of his own practice as an independent Arbitrator in January 2024.

Over the years, Mr Yang has developed a significant practice, as an international arbitration counsel and international arbitrator, in resolving disputes in a wide range of industry areas such as mergers and acquisitions, private equity, shareholders and joint ventures, technology and licensing, manufacturing of automobile and other heavy equipment, real estate, energy, construction, international trade and online games. He has developed an expertise in high value complex commercial disputes. He also has a niche practice in China-related disputes, as he is able to work in both English and Chinese lanugages.

As an advocate, Mr Yang has appeared before the Singapore Courts and the Hong Kong Courts. As an Arbitrator, he has sat as Presiding Arbitrator, party-nominated party arbitrator and Sole Arbitrator under the rules of the major arbitral institutions – Hong Kong International Arbitration Centre (HKIAC), Singapore International Arbitration Centre (SIAC), International Chamber of Commerce (ICC), China International Economic and Trade Arbitration Commission (CIETAC), Beijing Arbitration Commission (BIAC), London Court of International Arbitration (LCIA), Stockholm Chamber of Commerce (SCC), Asian International Arbitration Centre (AIAC), Korea Commercial Arbitration Board (KCAB) International, Japan Commercial Arbitration Association (JCAA) as well as under the UNCITRAL Rules. He is also on the Panel of Arbitrators of many of these arbitral institutions.

Mr Yang is familiar with English law, Hong Kong law, Singapore law and PRC law, by virtue of his involvement as Arbitrator and as Counsel with numerous international arbitration cases and cross-border disputes.

Mr Yang is recognized as one of the foremost and top tier international arbitration and cross-border disputes practitioners in Hong Kong and the region. He is ranked Tier 1 in Chambers Greater China 2023 and Chambers Global 2023 for Dispute Resolution: Arbitration (International Firms) – China. He is listed as a leading individual in the Legal 500 Asia Pacific 2023 in Hong Kong for Dispute Resolution: International Arbitration and as a global and national leader for Arbitration in Who’s Who Legal Global Leader Arbitration 2022, Who’s Who Legal National Leader Mainland China & Hong Kong SAR Arbitration 2022, and GAR 100 2021.

As part of his public service and giving back to the community, Mr Yang has served as an Executive Committee Member of the HKIAC and Chair of its Appointments Committee (2020-2023), Board member of Maxwell Chambers Pte Ltd in Singapore (for almost a decade) and a member of the Disciplinary Committee of the Stock Exchange of Singapore.  He had also sat as an independent Director of a Singapore listed public company.
